Dear Your Excellency, Sir/Madam,
I would like to draw your attention again to another vicious atrocity perpetrated by the military recently.
Yesterday, May 12th of 2025, Monday, an air attack against a school at Ohe Htein Twin village, Tabayin township
in Sagaing Region, resulted in the deaths of at least 22 individuals, including 20 schoolchildren (5 boys and 15 girls) and
two female teachers, who were killed instantly. Several dozen others sustained injuries. (The detailed description of the
victims has been attached below.) The youngest victim was only seven years old. In their list to kill, the military did not
spare even the children and teachers attending schools.
More than five million internally displaced persons (IDP) have been hiding and taking refuge in many places
including villages, schools, churches, and monasteries. However, even these spaces have not been spared. As of today, the
military regime has perpetrated hundreds of indiscriminate massacres of civilians since the coup in 2021, resulting in the
deaths and injuries of tens of thousands of people including children, women, people with disabilities, the elderly, health
and educational workers, and even religious practitioners. These blatant atrocities have been committed across various
regions and states throughout the country with impunity under the eyes of the international community, including the United
Nations and ASEAN. The indiscriminate targeting and killing of innocent civilians — particularly young children attending
school — constitute grave violations of the international norms and regulations, including the Geneva Conventions
governing armed conflict.
In this context, we strongly request your government and organization to support taking firm actions, including but
not limited to the following:
(1) Publicly condemn the regime’s atrocities at the highest levels of your government or organization;
(2) Impose unilateral and multilateral sanctions, including arms embargo, oil embargo, and the establishment of
no-fly zones in Burma;
(3) Support the deliberation of these crimes against innocent civilians at the United Nations Secretary Council;
(4) Ensure that the perpetrators are held accountable for the crimes through the international judicial mechanisms
including the International Criminal Court (ICC) and the International Court of Justice (ICJ);
(5) Urge ASEAN to immediately and effectively enforce the Five-Point Consensus, and in the event of continued
inaction, call on individuals ASEAN member states to take swift unilateral actions to prevent further atrocities.

to you all.
